As a narrator, I need to see a title bar with home, profile, and settings buttons so that I can navigate appropriately. The resource/scripture tabs will also go into this space on the left-hand side. The buttons need not be functional in this story.

Note, this menu will need to share space with tabs from #376 and #388, so it may need to float or something else clever.
