How to find corresponding scripture resource container for tN, tQ, tW? #405

The "relation" field in the tN (tQ, etc.) manifest is not enough to specify the corresponding scripture resource container.

The manifest for tN does not indicate which version of the scripture resource containers it corresponds to. We are proposing to link tN to the latest version of the scripture resource container- is this acceptable?
Should the "creator" field in both the tN and scripture manifests be the same?
