I have the text file as Unicode and everytime I play a song it keeps changing to UTF-8
can you make so you can chooose to save the text file as any Encoding you want without having to change the file manually

UTF-8 is a Unicode format which supports a lot of symbols, why do you need to set different encoding? Show us example of your problem and i will try to suggest a workaround.
the track name in Cleartext for Rainmeter should look like this Gleanntáin Ghlas’ ghaoth Dobhair, but it doesn't.
the image below show's why it is messed up
the text file is fine, just the encoding that rainmeter doesn't like for that type of text accent characters
