Introduce new build of PicoFlasher (solved device descriptor request failed) #49

Recently, I suffered from not recognizing PicoFlasher as serial port because of unknown USB device (device descriptor request failed).

I searched about this and found that some people reported this issue. but there are no proper solusions.

it might frequently occurred on clone of Raspberry Pi Pico, but I have genuine one.

i thought that it may a software issue and tried to build sources from this repository with latest version of depedencies.

finally, I successed to recognize my pico!, let's try my build!

I am reaching out to kindly request your assistance with modifying the PicoFlasher.UF2 file to ensure compatibility with a Raspberry Pi Pico clone, the YD-RP2040 by VCC-GND. I have attached the schematic and specifications of the YD-RP2040 for your reference.
