Release v0.4.9a1 patch notes (changelog in comparison to the previous release)

• Initial minor housekeeping file changes, including README.md, to get the project started.
• Major, but aesthetic, documentation improvements make the project more usable, and consistent with other Xanadu projects, and provide API and other webpage templates to build upon in the future. In particular:
  API details and inheritance diagrams should be now correctly displayed.
  "Edit on Github" links were fixed
  The general style and section structures made more consistent with the company requirements and other packages such as StrawberryFields.
  Fixed the documentation links in README.md
  doc/conf.py, doc/dev_requirements.txt, and doc/Makefile were updated to achieve the above.
• C++ imports are now placed within a try block to avoid interrupting non-compiled installations, such as the one currently used by readthedocs.
• Relative path cannot be used in README.md logos:
  Was replaced with Github-hosted links.
• Code coverage and quality scores were improved to arguably acceptable B- levels.
• Fixed a bug in [pull_request_template.md]
