GetFileInformationByHandle is missing

Needed by a couple of libraries and these look easy to implement. Leaving it here as potential task.

Potentially handle this through https://docs.microsoft.com/en-us/windows/win32/api/winbase/nf-winbase-getfileinformationbyhandleex ,although, unlike with most Ex variants, this seems to be more than a simple wrapper: See https://docs.microsoft.com/en-us/windows/win32/api/fileapi/nf-fileapi-getfileinformationbyhandle.
→ GetFileInformationByHandle is much more important than the Ex variant.
