Describe the bug
A clear and concise description of what the bug is.

To Reproduce
Steps to reproduce the behavior:

Go to jetbrains.com/rider/download and download .zip;
Unpack .zip;
app.jar probably has something that is being blocked by the company as soon as it hits the disk, like it happened with the old 3rd-party....jar file.

Expected behavior
Should be unpacked fine.
