[GENERAL] Trying to pull crates with cargo crates does not move the crates

Brief description of the bug

Trying to load a crate on a cargo tug and trying to move will not move the crates and disconnect the tug wagons

What you expected to happen

The crates to move with the tug wagons

What actually happened

The crates stay floating in mid-air

Steps to reproduce

Load a crate on a cargo tug wagon, attached to a tug
Try to move the tug
Observe issue

Canisters or crates? one of those two seems to work fine
