Some air alarms don't respond to changes to scrubber filtering

They do a fucky wucky

Steps to reproduce

• Go to (for example) Morgue Air alarm and try changing scrubbing filters

• Cry as nothing happens

• Blame Coders

• Locations: Lower Medical, Morgue, Xenoarcheology, and propably others I haven't found yet

This happens for any room that has more than one alarm but shares the same apc or area, 1 air alarm becomes the 'master' and all 'slaved' air alarms don't allow for controller manipulation, though sometimes an air alarm at spawn just doesn't want to co-operate.

The fix is probably going to be annoying and involve either limiting alarms or figuring out zoning/what makes them not play well together, having the alarms only able to control the scrubbers/vents in their immediate vicinity would be a nice change though.
