Add a webservice that retropie's emulation station can call when scanning to pull a game entry. The idea is that we could generate all of the content 1x and serve up on demand when scrapping. This is dependent on this (ticket)[https://github.com//issues/5]. In addition, we'll need to add a PR to retropie's emulation station to add the webservice as a scapping option.
