(help wanted) create a github workflow which builds & tests the docker images #92

Since we are using github's dependabot package upgrade system, it would be great to have

automatic docker image building . In case something breaks here (pip install conflicts for example) --> alert
automatic testing of the image after the build
automatic pushing on dockerhub (will create an organisation for that there)

Help wanted . shoutout to all docker gurus.
