In my Apple Home app when I turn on my ceiling fans to 50%, they turn on for about .5 seconds and then turn right back off. They only stay on if I turn them to 100%. Also, there's only a 50% option and a 100%, no in-between. I stopped using Homebridge for a while because I switched computers for my server, but I am finally setting it all back up again and now these issues are happening. When I used Homebridge before, I had none of these issues. Could it be that I used to run it on Mac OS High Sierra and I am now running it on Windows 10? It is a completely new install of Homebridge and no config files were transferred over.
