there are two current issues:

localdb util does not return a version number
port 1433 may be already in use

Docker seems to be only supported for linux runners: https://docs.github.com/en/actions/using-containerized-services/about-service-containers

Same error message on windows and linux runners while executing docker run: 'Proccess failed'.
