Can't open project with Xcode 10.2.1

This project won't open with Xcode 10.2.1, which is the latest version that I can run on High Sierra. (It takes a slight hack of the Xcode 10.2.1 distro to get it to work on High Sierra.)

When I try I get this:

Is there an easy way to fix this when I can't run a newer Xcode?
Or else an older release that will open in 10.2.1?
Or a binary that will work on High Sierra?
