feat: add a basic shacl for E21_Person #17

at least one rdfs:label E42_Identifier and appellation needed for every Person.

contains shapes for label, appellation, identifiers, birth and death.
Additionally includes shapes for joining and leaving events of groups.

I would suggest to review this and merge it although there still needs to come much more shapes/constraints
