Tried to run mvn site locally.
The page works on version 3.3.1 but on 4.0.0 it's broken
From what I can tell mvn site does not generate the file xml-format-mojo.html
other files not generated on version 4.0.0 but are present on 3.3.1 are:
help-mojo.html
plugin-info.html
project-reports.html
xml-check-mojo.html

The same is on version 4.0.1
