Create a CLDR locale for Skolt Sámi (sms). CLDR is widely used in operating systems and other multilingual applications to provide basic language support. In some cases, specific localisation is impossible without being in CLDR.

See information adding new locales for more information.

@DavidLRowe Yes, I am able to read CLDR-10953 from my computer.
In the original for (sms_FI). I seem to lack the information necessary for editing it though.
I would like to answer the question given by Riitta Koikkalainen.

When the original contribution were made to Skolt Saami CLDR, Jack Rueter was in contact with various members of the Skolt Sami section at Giellagáldu. Place names were contributed as well as numerals and some abbreviated forms for days and months. So, yes, people are aware of this kind of development, but I am glad to here that progress is being made here, and I am sure hopeful that this much needed work is being continued.
