[Discover] Register - Decide how to clear/update cache of collection JSON #51

When harvesting a STAC collection, the entry is stored in redis. There is no mechanism to update it.

No high priority as the cache can be reloaded by doing the same HTTP POST again and the cache will be overwritten.
