Unable to build bootloader

I'm trying to build the bootloader on Windows and encounter the following error:

'cut' is not recognized as an internal or external command, operable program or batch file.

From what I understand, "cut" is only available on Linux/Unix. Could someone tell me how to build the bootloader in Windows?

I was able to build the bootloader using cygwin as suggested in this discussion.
