UnrealIRCd 5 is End of Life as of July 1, 2023, per https://forums.unrealircd.org/viewtopic.php?t=9278

The default in this Dockerfile is 5.0.7 released on October 10, 2020.

The current version as of posting this issue is 6.1.4.
