JDK23: Alpine Linux: hotspot_runtime_0 timeouts #5739

Summary
The test target hotspot_runtime_0 (part of extended.openjdk) is running far too long and timing out, but only on JDK
23 for Alpine Linux.

Details
On JDK21, this target takes about 6 minutes. On JDK23, it always appears to run until timeout. This can be an hour or 18.

I dug through several instances of this test, and cannot find a single instance that passed.
