Fork sometimes doesn't start when running tests #105

When running a file with multiple tests, the dockerized fork sometimes doesn't start in time.
Tests exit with the following error:
SystemExit: Can not connect with local node. Did you run poetry run start-fork``

This can happen when running a single test as well

Haven't seen this happen since we increased the wait time
I think we can close this for now and reopen if it shows up again
