Images and logos are not descriptive enough in finesse-frontend

For improved accessibility, it's essential to provide more descriptive alt text for images. For visually impairment people, relying solely on the image description "ACIA | CFIA" doesn't convey the image's content accurately.

Steps to reproduce the problem:

1. Navigate to https://finesse.inspection.alpha.canada.ca/
2. Hover your mouse over a picture.

So i wasn't able to find where is the code for the images on the front but i made some description in french and english so that you only have to put it at the good place.

Option 1 (bilingue):
