"module is not defined" when using webpack resolver

I am using ACE like this:

import React from 'react'
import AceEditor from 'react-ace'
import 'ace-builds/webpack-resolver'
import 'ace-builds/src-noconflict/mode-javascript'

with the following file-loader webpack config:

        {
          test: /ace-builds.*\/worker-.*$/,
          loader: 'file-loader',
          options: {
            esModule: false,
            name: '[name].[hash:8].[ext]',
          },
        },

The file that is generated looks like this:

"use strict";

module.exports = __webpack_public_path__ + "worker-javascript.c56345ae.js";

I do not have module in my global scope, not exports if I turn esModule to true. Any idea how I can fix this?
