android: requestInstallData opens but won't download language pack on some devices

I'm running into the issue on some devices that they aren't able to download the language pack once the requestIntsallData screen opens on Android. They can see the list of languages but when they try to download it never downloads. It's mutliple devices that this happens with, but one is galaxy note 20. How can I get this to work for those people. It's a lot of users who can't use Tts because of this.
