Add telemetry to mockpod_udp.py

To include telemetry in the test, the program should be invoked with the parameter --test t.

To include both telemetry and commands in the test, invoke --test ct

To run the test, open both GUI/main.py and GUI/test/mockpod_udp.py. Confirm telemetry is being received by the GUI by visually inspecting the Telemetry TableView.
