When emacs window is not on top and the titlebar is clicked, the window fails to raise to the top. If a "drag" is done, the window does raise to the top.

Hmmmm this sounds more like an issue in GNOME or whatever desktop environment you are using - does it only happen for Emacs?
Can you provide more information like whether you are running Wayland or X11 and which desktop you are using? Also can you try some other non-Wayland app like mattermost-desktop and see if it behaves the same?
