Need test coverage for core functionality of Smokey itself #1209

In #1204, everything broke yet CI was green. We need at least some pre-merge test that checks that Chromedriver starts up and is able to run a test.

Until then, we're stuck with having to test manually (boooo) or having stuff break next time some dependency is sloppy about following semver.
