The validation that only the latest invoice draft transaction be deleted should be made configurable, since there are cases where it is not needed.

New DocType ERPNext Germany Settings
Checkbox Prevent gaps in transaction naming
- Default: 1
- Description: "Allow deletion of the most recent record only. Applies to Quotation, Sales Order and Sales Invoice."
