CloudWatch Dashboard - Deployment fails due to outdate nodejs runtime and lambda code #103

The current yaml for the CloudWatch dashboard has nodejs14.x hardcoded as runtime, this should be updated to a minimum of 18.x. As a result, the js sdk should be updated from v2 to v3 per the docs here.

Once this is complete, the dashboard deploys as intended. The CFN deployment fails without these changes.
