Should we apply primary, secondary and tertiary style options to a block and then change the inner blocks accordingly

I see the users clicking on a block or patters that contains many inner blocks, when the style of the outer block is changed the inner blocks also change. ie when dark selected the text and buttons appear light, and when light selected the buttons and text appear dark.

Any thoughts?
