Cannot change the ship-from properly when "Skip packing and continue"

Hello all,

I just noticed this issue now. When taking the left-hand path (submit box content at step 1), users can change the ship-from address of the shipments before the Transport Options are confirmed.

However, when taking the right-hand path (submit at step 2b) aka "Skip packing and continue", it will be like this:

I also noticed that the getShipment from v2024 shows the new ship-from, while the getShipments from v0 shows the old ship-from, as well as the getLabels.

Again, this issue occurs only when taking the right-hand path ("Skip packing and continue").
