I'm transferring and splitting up some issues reported in App::Cpan many problems, multiple fixes.

While running cpan -O to get a list of outdated modules, there are sometimes numeric warnings because cpan tries to treat all versions strings as floating point numbers.

Don't need to interpret the versions as numbers. 
Just treat them as strings.
