Health check for the API

I'm currently creating the ArmoniK.Admin.GUI and adding many auto-refresh.

When tasks are short, no issue because the user will be able to view change when a refresh occurs. But, imagine that auto-refresh is 10s and tasks takes 30 secondes, the user can ask itself if the GUI is broken or if the cluster is out.

So, here a proposal to solve this.

In fact, a full health-check (to check every part of the cluster) can be time and resources consuming so it could be difficult to use it for real-time notifications. However, it could be use full to view the state of the cluster if something happens.

In order to be sûr that the GUI is correctly connected to the Controle Plane, a small health-check can be very useful.

What do you think ? And can I have the actual health-check format used internally to propose a structure ?
