[Enabler][AC] Create users with limited privileges

Enabler description

Goal is to add the ability to create users with limited privileges in the AC tool so that when we mount the VMs we can also create the users in a separate step to ensure the target nodes has all the configuration necessary to run our pipeline including tests which rely in users with limited privileges.
