Describe the Issue
With rhel9stig_disruption_high: true set the PATCH task for RHEL-09-611080 is being left as an open finding after running the manual check text in the STIG

Expected Behavior
interactive local user accounts on the system will have their password minimum lifetime set to 1

Actual Behavior
Nothing changes
