File paths seem to be broken in PyCharm 2023.3

Starting with PyCharm 2023.3 the IDE reports a "Malformed URL" error when clicking on links to local files (windows): See https://youtrack.jetbrains.com/issue/PY-66300

The issue also affects me. The question is what has changed in PyCharm and how the URL parsing is realized. I hope that JetBrains will offer some guidance in this ticket.
