Add select journal tab to data paper form #9

If journal selected have options to change journal. It should

Change journal if no files uploaded

Otherwise list the following options before changing journal

Change journal and delete data paper file
Change journal and keep data paper file, but rename it to data paper with old template
Create new data paper record with new journal selected

Have added journal in new tab but currently nothing extra is done when the journal is changed. Have opened issue #29
