Adding (changing) dags from UI for testing

Description

It would be nice to have a button to add or change a dag from UI for testing new dags or changes quickly.

Use case/motivation

There could be an "add" button after refresh button, which could have necessary fields to build a dag in UI. Still thinking about implementation details.

Adding DAGs from UI is against the security model of Airflow. It's unlikely we will ever have that possibility.
