UI: Provide the toggle option in vpc offering for network providers ( NSX, Netris)

ACS 4.22 RC3

Steps to reproduce the issue

1. On 4.20.2

Navigate to service offering > vpc offering > create vpc offering > there is only nsx toggle option

2. On 4.22 RC3

Navigate to service offering > vpc offering > create vpc offering > there is a dropdown now to select the provider

Expected behaviour

Currently, end user may think it's a mandatory parameter (provider) to have in order to create vpc offering.

I think we use the old toggle option present in 4.20.2 so that there is no confusion when creating a vpc offering

@kiranchavala (cc @nvazquez ) will it be possible to empty the select box? If so I don’t think we should go back to the old UI. It is not maintainable for a dynamic list of supported providers.

Thanks @DaanHoogland empty select box sounds fine to me and a information that its not mandatory

Thanks @DaanHoogland @kiranchavala - yes switching back to the old checkbox may not be suitable as the number of providers can grow. We can combine both ideas and add a checkbox (disabled by default) to set a provider, in case its enabled then the list of providers will be displayed for being selected. What do you think?
