Prevent infinite autoscaling

Description

This PR intends to fix issue: #9318.

New Global config is introduced, to be used as threshold for Error instances count for ASG

autoscale.errored.instance.threshold: 10 (default)

If any ASG has Error instances more than threshold, autoscaling will be stopped.
