dubbo2升级dubbo3禁用数据被合并到url中

Environment

• Dubbo version: dubbo3.1.0
• Operating System version: Linux
• Java version: 1.8
• 注册中心：zookeeper

Steps to reproduce this issue

1. dubbo2服务启动
2. dubbo2服务权重修改
3. dubbo2服务禁用
4. dubbo2服务停止
5. dubbo3服务启动
6. dubbo3服务启用
7. dubbo3服务无法启用

Pls. provide [GitHub address] to reproduce this issue.

Expected Behavior

dubbo3 调用qos 上线流量命令 启用应用级流量，启用接口级流量

Actual Behavior

实际上在一个IP上操作的时候会出现disabled=true 出现在dubbo3应用的url上面 导致启用流量失败
