This is a pretty major bug. It is so dangerous that the functionality should be removed if it is not fixed.

If during at any point you use this feature, it disables time stamping for ALL other simultaneous requests.

It looks like this bug has existed previously. I'm guessing this needs fixed by adopting a thread local.

@jdaugherty yes, it seems like it was always broken. We either need to fix or remove it. This bug resulted in losing about 16 hours of my time repairing data.
