Add variable for parameterizable properties for tools we use and install in apache node.

Add parameters for missing tools like GO etc.
Goal
Parameterize everything so that user needs to update only the top part of the document. This will avoid future updates missing upgrades and future contributions adding a new tool whose version is hardcoded inline instead of on top using variable.
