Write a tiered storage impl for Apache Kafka

The solution is currently based on directly S3 SDK and other storage providers' SDK. OpenDAL should be good at this part.

I may do more investigation on this direction and share this thought early for your information.

According to the current implementation, opendal is indeed a good fit:

• upload -> write
• delete -> delete
• fetch -> read
