new feature: auto cancel and retry long tail request

Feature Description

Support configuration of minimun throughput of request.

Problem and Solution

Somtimes for some unknow reason, OSS request may unexpected encounter long tail. For example, we encountered a GET request took 2 minutes to read a single small object without hitting any limit(429/503).

There's nothing we can do as an end user except canceling the long tail request with some rules and retry it.
