The latest tagged release of the library is version 1.2, from 2019. As a result, the Debian package is currently stuck on this old version, which doesn't have newer functionality like CASCookieSameSite.

I think we can look into making a new release for mod_auth_cas v1.3.

We're certainly well overdue for a release. I'll review the changes with an eye towards tagging v1.3.
