[Bug]: Duplicate workspaces and errors after deleting workspaces on release-ee-mongo and release-ee instances

Description

I’m encountering strange issues on the release-ee-mongo and release-ee instances:

1. Initially, not all of my workspaces are displayed on the release-ee-mongo instance. However, after clicking the "Create New Workspace" button, additional workspaces that should have been visible from the start appear.
2. When I create a new workspace and app on one instance, followed by creating another workspace and app on the other instance, I encounter issues when deleting an app or workspace:

• On attempting to delete an app or workspace on one instance and then performing the same action on the other instance, I receive a "Resource Not Found" error. Occasionally, this is accompanied by an "Internal Server Error."
• After these actions, if I create a new workspace on the other instance, I end up with two workspaces having the same name.

Steps To Reproduce

1. Log in to the release-ee-mongo instance.
2. Observe that not all workspaces are displayed initially.
3. Click on the Create New Workspace button.
4. Notice that additional workspaces, which should have been visible initially, now appear.
5. Create a new workspace and app on the release-ee-mongo instance.
6. Switch to the release-ee instance and create another new workspace and app.
7. Delete an app and a workspace on one of the instances.
8. Attempt to perform the same deletion on the other instance.

Expected Result:

Deletions should not cause errors.

Actual Result:

A "Resource Not Found" error or "Internal Server Error" is encountered.
After these actions, creating a new workspace on either instance results in duplicate workspaces with the same name.
