Use-case: Notification of submitter changes #4

As a proxy submitter (explicitly authorized to submit on behalf of an end-user), I should be notified of any changes made by the submitter via the arXiv interface, so that I can keep my information about the submission up to date. I should also be able to retrieve an activity log that shows the history of the submission.
