Use-case: Traditional or overlay journal; reciprocal submission

As a trusted provider offering a traditional or overlay journal, I would like to give arXiv submitters the option to submit their published arXiv paper to my journal. Ideally, the arXiv submitter would be presented with publication venues appropriate to the subject of their paper (which might be negotiated with arXiv ahead of time), and initiate the submission process directly from their arXiv dashboard. The submission API should allow me to retrieve the submission content and metadata from arXiv. The submitter should then be redirected to my platform to continue the submission process.
